Previously, liquid level gauges of the glass-gauge type or the float-and-weight type balanced with wire were used.
Because the structure required a scale matching the height of the tank, the operational practice was for crew members to climb the tank to the level of the liquid surface to read the scale.

Conventional liquid level gauges were installed directly on the tank, with display positions located high up, making eye-level confirmation difficult.
To enable safer and smoother daily inspections, there was demand for a system that allows liquid level checks at eye level, along with consolidated functions for more efficient operations.
